PGA Field Guide

U.S. postal informal entries (type 13)

Many products need data for another U.S. agency besides Customs. These agencies are called PGAs (Partner Government Agencies). When the PGA API classifies an item, it returns the agencies that care about it as flags. This guide explains each agency, the products that usually trigger it, and the fields you must send us so the parcel clears.

Flags come in pairs. A "may be required" flag (for example FD3) can be disclaimed when the item is truly not regulated. A "required" flag (for example FD4) cannot be disclaimed: the agency data must be sent. Disclaiming a required flag refuses the whole parcel.

Rules as of 7 October 2026

Translations are a first pass and have not had a native-speaker review. If a translation and the English differ, the English is the authority. Codes and examples stay in English because they are filed in English.

What it is

FDA regulates food, dietary supplements, drugs, medical devices, cosmetics, tobacco and e-cigarettes, radiation-emitting products and veterinary products.

FD1 / FD2 cover admissibility. FD2 cannot be disclaimed. The product type (food, cosmetic, device, drug, tobacco and so on) decides which fields are mandatory.

FD3 / FD4 cover food prior notice. Food must have FDA prior notice filed and confirmed BEFORE it is mailed, and the 12-digit confirmation number must be on the CN22/CN23. Without it, CBP holds the parcel up to 72 hours and FDA may refuse it: returned or destroyed.

Homemade food that a person sends as a gift does not need prior notice.

What it is

APHIS keeps plant pests and animal diseases out of the U.S. It covers plants, seeds, soil, plant products, animal products and veterinary biologics.

AQ1 can be disclaimed only when no permit or certificate is needed: A = not regulated by APHIS, B = regulated but no data or permit needed. Tell us whether the item is plant-based or animal-based.

If a health or meat certificate is needed, the original paper must travel with the parcel. For a phytosanitary certificate, send the original with the parcel and give us a copy.

Lacey Act

USDA APHIS Lacey Act (plants and wood)

Send agency data
"May be required" flags: AL1"Required" flags: AL2

What it is

The Lacey Act bans trade in illegally harvested plants and wood. Importers must declare the species and the country where the plant was harvested.

AL1 can be disclaimed. G (de minimis) is allowed only when plant material is at most 5% of the item's weight and at most 2.9 kg per line, and never for protected species.

Customs does not reject a type 13 entry for a missing Lacey declaration, but the legal duty to declare still applies.

USDA Agricultural Marketing Service

What it is

AMS enforces quality and marketing rules for farm products: organic certification, marketing orders (nuts, dried fruit, some fresh produce), peanuts and eggs.

AM7 (organic) appears on almost every food. The API disclaims it by default with A, which means "not sold as USDA Organic". If the product IS sold as organic, it needs an organic import certificate, which this mail route cannot carry today: contact JFS.

Marketing orders and peanuts cannot be disclaimed. A small quantity can be reported as exempt.

Consumer Product Safety Commission

"May be required" flags: CP1"Required" flags: CP2

What it is

CPSC sets safety rules for consumer products, especially products for children under 12.

From 22 October 2026, a regulated product sent by mail needs an electronic safety certificate. The certifier must also enter it in CPSC's Product Registry before the parcel arrives.

The short route is a reference to a certificate already in the Product Registry. The long route sends the full certificate data.

What it is

FWS clears every import of wildlife: live animals, and parts or products made from them. It enforces CITES and the U.S. Endangered Species Act.

FW1 can be disclaimed with E, which means "contains no fish or wildlife". The importer must be able to prove it.

FW3 always needs FWS clearance. E is not allowed on FW3 and refuses the parcel.
